Did He Just Bomb A Country! Where Is Congress?

Why is there an attack on a country unilaterally without the authorization of Congress?

According to the U.S. Constitution only Congress has the authorization to declare war. And when you bomb another country that is kinda like declaring war.

United States Constitution Article 1, Section 7

  1. To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

  2. To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

  3. To provide and maintain a Navy;

  4. To make Rules for the Government and Regulation of the land and naval Forces;
